FWIW I agree that Pakistan is more vulnerable to sanctions than India. However, as some on this thread know, I have a pretty cynical view of politicians in general and I believe the current occupant of the White House is one of the worst of the breed. In the world of Realpolitik, Pakistan has a lot of leverage. As Filbert has pointed out they have been an important part of US policy for years. They were important in the containment of the USSR, especially after the invasion of Afghanistan. They have remained important in the post USSR era for a number of reasons; they continue to provide a listening post for activities in the former USSR and are a potential bulwark against Iran/Iraq. It will be very easy for them to let the West know that if they are faced with severe economic distress they can raise money by selling the bomb technology to Iran. The West will be desperate for them not to play this card.

So my admittedly cynical view is that the current moral outrage is all a shadow play for media consumption. This is a perfect opportunity to demagogue the issue for public consumption. As the public goes on to focus on the next media sensation our jello-for-spine politicians will find ways around imposing sanctions in exchange for Pakistan not exporting the technology.
