Terrence, while the creation of Medicare has created (solvable) problems, you would have to believe that men are inherently malevolent and have as their main goal the creation of bureaucracies, to assume that this is why the system was implemented. Of course, since you have a black helicopter and seem to believe in the worst of the New World Order mind set, why am I surprised that you would see a conspiracy in what was more truthfully a general agreement that in a civilized society, the old should have some safety net for medical care? As I mentioned before, my own grandmother died needlessly right before Medicare came into being. All the European industrial societies provide medical care for the elderly. I really don't think you have any idea whatsoever what a civilized society is, Terrence.
