115200 is your UART serial port speed - the leg between the modem and your PC. That is a true bit rate. The 44k-49kbs is the typical x2/V.90 speeds - that is the connection between your modem and the ISP. You can actually get more bits through that connection via compression, up to 115.2kbs, which is why you need to have the serial port speed set higher than the modem connect speed.

There is no particular reason you should have better connect speeds at night, except possibly the effects of noisy lines at the varying times.
