E'Lane,

My dear sweetheart this would not be shooting ourselves in the foot. In fact it would force a short squeeze if non existent shares were shorted ie brokerages who shorted shares that were not available to be borrowed would be forced to cover on the open market. If the market makers caught wind of this they would purposely pull up the asking price just to make those who illegally shorted the shares pay them more to cover. This would hurt not only the illegal short positions but all shorts.
