That is my understanding also, the axe can dominate a stock for quite some time, often it is unwise to take a contrary position to the axe on a stock. I use the "# of times at best" feature in RealTick to help determine who is active in a stock on a particular day. I've also heard that two MM's can work in tandem on a stock, taking turns selling or buying. It is difficult to know how much they are really selling, so I am optimistic about the new rule which makes them show the real size of orders, like the NYSE does. I don't know when this rule goes in though, just a rumor I heard.
