Hi Jim,

my state is becoming notorious for legislating dozens of new laws, creating new
departments and expanding old departments and then NOT ALLOCATING ANY
FUNDS to enforce the new laws or staff the new departments.

Perhaps that's better than spending more of our money. Ain't guvmint wonderful?
