INHO, it is not the political system that is going to get Pakistan in the fold. It is the overwhelming prosperity of India, that is going to make Pakistan want a union with India. A political event may be a precipitating factor.
I would compare this to the union of two Germanys. End of cold war was the precipitating event and Prosperity of West Germany was the reason, East Germany wanted to join west Germany. If west Germany was as poor as East Germany, there is no advantage for East Germany to join the union.
