These are computers that are expandable without opening up the box. It has nothing to do with cost or feature set. This term was initiated as part of the Microsoft PC97 specification which is a working document encouraging a new set of standards for building PCs. The intent is to make it easier for the user to configure systems and also make them more robust (i.e., kid proof).

Expandability is via plug in modules (much like game cartriges) that don't require one to open the case. Interfaces that are proposed in thses modules are USB, PCI, and firewire. ISA is proposed to be phased out.
