Re: Level II getting "stuck". I presume you're using PC Quote, although I don't think you specified.

PC Quote has dozens of servers. Unfortunately, they don't all have the same information. If you click on the $PCQUOTE$ bar near the bottom of your page you will see which server you are using. If your Level II window is out of synch with Time & Sales, you've got a server that's giving you bad data.

After you log off and log on again, check to see which server you're connected to. It's a random selection. If you've gotten the same server again, you'll still have bad data. If it's a different server, the problem should be corrected.

I don't know of any other way to correct the problem.
