 PHILADELPHIA - Pennsylvania Shipyard Engineering (PSE), a joint venture of STV Incorporated, Urban Engineers, Inc., and Ewing Cole Cherry Brott in association with Synterra Ltd., has entered into a Letter of Intent with Kvaerner Philadelphia Shipyard Inc. The firm will design Kvaerner's new shipyard facility at the former Navy Yard in Philadelphia. This $100 million project will be fast-track designed to allow shipbuilding to begin the summer of 1999.
 
 PSE was formed to bring together some of the best local engineers and architects who have experience with large complex projects, coupled with extensive experience working in and around the former Navy Shipyard. Managing principal, Edward M. D'Alba, president of Urban Engineers, Inc., noted that "the extraordinary commitment made by the city and state to bring this economic opportunity to Philadelphia is equally evident in the Kvaerner professionals which whom we are working. This will be a world-class shipbuilding facility that will restore the pride this region always had in the building of ships at the foot of Broad Street."
 
 Whitney A. Sanders II, senior vice president of STV, indicated that, "This was a proud day for the entire team. The opportunity to work with Kvaerner, a highly respected international firm and to develop their first shipbuilding facility in the United States is a unique challenge."
