I E-mailed Bill McMullin at IIA and asked him about Internet Telephony. This is his response:

No Don, we have not been involved in the past with voice-over-Internet. You can expect to see some new applications from IIA which do involve this technology. At present, the voice-over-Internet technology is so poor that we could not implement it and expect customers to pay for it.
