Yes, that is correct. HIR is a good example. When I last took a serious look at that company, most of their revenues were being generated from permanent placements.

Net profit margin: 7.1%

I only found one IT staffing company that did better. I believe they were out of Detroit, and concentrated on importing programmers from India. They made about 11 percent.

If anyone else can find an IT staffing company doing above 10 percent margins, I will stand corrected.
