Gunther:

REF:Taxes.

Your are correct but this is going to be a daunting task considering hardly anybody pays the taxes,only a measly 2% or so pays it.Two of the reasons could be:

1)High tax rates (particularly business taxes both central and state)
2)Corrupted officials and lack of enforcement.

I am sure there are many other reasons. If everybody paid taxes a lot
the problems could have been solved.
