Gunther: One best thing to increase the budget is to make the taxevaders pay taxes. There is widespread tax-cheating in India. They have perfected the technique. Among them are politicians, industrialists, doctors, lawyers, movie-stars, businessmen etc. Once the tax man gets them, they somehow give the slip, because they have somebody to get them out of trouble in the Govt. If tax collection is as efficient as in US, overnight the country can change and become prosperous. JPR
