Its an important thing to note that the browser was a viable application category until Microsoft came along. They aren't integrating IE into the OS to be "innovative" they are doing it to force you to use their browser and thereby gain leveradge over internet content.

Note that http server sales was a viable category until MS came in and started shipping it for free.

This is using your monopoly position to undermine the revenue for potential competitors. Which definately anti-competitive.
