They have to win a Phase II, it is not guaranteed.

However, an award from McDill is pretty good -- they are serious about who they fund.

For general edification, you can usually tell how valid a technology is by the SBIR funding agency. It goes (IMO) Navy, Army, Darpa-Air Force, NASA-DOE, NSF, BMDO. For some of these, you also need to consider the site giving the award.

An award from the Navy is very good, like money in the bank. In contrast, BMDO prides themselves on only funding technology that is "high-risk, high-payoff" so you are taking a big risk by assuming that an SBIR award will actually result in a product.
