Former Echostar executive (Carl Vogel) may become new CEO of Primestar. GE or Loral will become major voting equity holders and cable companies will drop to below 50% control threshold. Primestar maybe willing to give up 119 back to the goverment in return for a quick approval of the deal with consent decree on program access. Primestar had previously stated that it would divest (sell) 119 to another company (not DTV or ECHO) along with Tempo II. They placed a value of 50 to 75 million on the spectrum (Primestar/TCI Satellite recieved 119 for free, government was upset that they would make a profit off the taxpayers property in order to comply with their divestiture policy).

I think Charlie will be a winner here and the FCC/DOJ will save face. DOJ gets cable control issue solved and FCC gets program access and 119 issue solved. In the process, Charlie will probably bid 75 to 100 million for 119 (maybe as much as 150 to 200 million). This would give Echo 32 transponders with full-conus view. Big plus for Charlie on his business plan. Negative is that Primestar will become a competitor in the urban and suburban market where they had only faced Direct TV before. Overall, this is good news for both Echo and Primestar. The real loser is Direct TV. They get a new competitor and their prime competitor will have a better offering.
