What does this mean?

"The Nihon Keizai Shimbun reported in its Wednesday morning edition that a research group at Tohoku University has developed a semiconductor manufacturing system which will cut the cost of making microchips by more than 90%. ... The business daily reported that the research group, in cooperation with Tokyo Electron, is proceeding with the study to put the new manufacturing system to practical use as early as the spring of 1999."
