In answer to your questions:

1. Sprints announcement should have no impact on the way CLECS do business. If they wish to link their switch to Sprints network, they can do so by placing a cable to Sprints POP (Point of Presence) in their community. In fact, there is probably one already there.

2. Have no idea if WCII is a CLEC.

Don't read too much into Sprints announcement. Its been greeted with yawns in many quarters (as it should have been). The vague network architecture, and outlandish service promises they outlined yesterday are easy to mouth, but difficult, time-consuming and costly to bring to fruition. Just ask ATT, MCI, etc.
