Looks like typical PR stunt to me.
BellSouth is just an ISP in this "team" and trying to get more customers by waiving setup charges and attaching its name to a something that sounds cool - ebanking.
As for NCBC, it may last for some time if it brings them new customers from other banks. I read somewhere that banks consider it profitable to spend up to $500(?) to get a good long time customer. If other banks start doing the same, if new customers don't come, and considering increasingly low loyalty of customers to the brand names, I'd expect NCBC to fold incentives program real soon.
