Yes, they sell below cost.

The latest 10Q shows the following:

Revenues:
Telecommunication services $ 4,780,977

Operating costs and expenses:
Telecommunication network expenses 4,898,216

In other words, they have a negative gross margin.
That's before other expenses, like General and Administrative. So
it's no wonder the balance sheet is a mess, with negative working
capital.

The 10Q, which can be found at:
sec.gov
has plenty of other interesting stuff too. The co. is dependent on
getting new financing, and the deal they made in March still hasn't
led to the co. receiving any cash.
