Nope, they cannot. Not without paying Microsoft first. What was on that PC when you bought it? Windows. The reason? Because PC manufacturers cannot ship PCs without windows.

Uh, there was nothing on my PC when I bought it. Clean disk. A friend of mine bought 5 PC's with Linux pre-loaded. Not all manufacturers have contracts with MS.
