Aside from the difficulties in DVD mastering, DVD systems are more sensitive to scratches and imperfections in the discs than are CD systems. One DVD system may play a disc just fine, while a different DVD player will have trouble playing the same disc. The ability to play physically damaged discs has more to do with the servo systems and error correction used in the DVD player, rather than the quality of the MPEG-2 decoder used in the player.

Let us know whether your copy of Liar, Liar was a bad pressing, poor mastering, or perhaps both. Thanks.
