I don't think it is the "normal case" for an ISP to get a line side connection to the central office. There are no restrictions that would prevent an ISP from ordering Feature Group B circuits into an End Office or Access Tandem. This link is to Pac Bell's Web page, it describes the service.

I believe Ascend is just trying to put a false spin on the situation. It is possible for a channel bank to add an extra A/D conversation, However it is not probable. You would have to be a total moron to order Feature Group A (line Side) access into a Central Office.
