Scott: I am curious: I would expect that a fuel cell powered car that uses compressed or liquid hydrogen as a fuel would count as a ZEV (even though there are emissions at the hydrogen factory), but what about a car with an on board reformer using gasoline or methanol? Fuel has to be burned to keep the temperature high enough for the reforming process, and presumably that creates emissions. The pollution would be very low, of course, but not really zero. Might it be close enough to zero to be called a ZEV under California rules?
