You may be right.

Packard Bell may not be able to afford Intel chips at the low end.

However, if their competitors CAN AFFORD Intel chips for low end machines, PB will have a tough time competing with a Cyrix chip.

Perhaps Packard Bell has so damaged their own reputation that they have to sell at a severe discount to their competition.

Kinda sounds like Cyrix, doesn't it?
