Sid: I'll have to research more on California's ZEV legislation before commenting. Most of my sources of information usually come from the SAE's Automotive Engineering or A.S.M.E Mechanical Engineering magazines. From these I envision the obvious trend of the U.S. trying to reduce its foreign dependency on fossil fuels and global pressures to reduce harmful COx et. al. emissions. The California example is probably just the beginning of a long list of legislations due. My interest in Ballard initially started with its fuel cell demonstration in the NECAR I and NECAR II R&D vehicles. Whether or not they meet ZEV requirements I am unsure, but I'm sure Ballard will be providing an alternative to avoid a potential "pollutant" tax.
