Adrian; BAng on! The whole south end of the island is planned for a free trade zone. That can't happen without port facilities. There is also a large offshore oil discovery to the south west. They can't develope until there are onshore facilities. All of which takes cement and huge quantities of it. Also see my notes too Donald.
