Great question.
They both do have the same RS and are both on sell signals but we would say Cisco looks stronger than Dell right now. The reason is Dell gave 4 consecutive sell signals suggesting a lot of supply coming into the stock. Cisco gave one sell signal in the uptrend which we find to be false on a lot of occasions.
To clarify some if I can.
If a stock is in a nice uptrend and is giving consistent buy signals and then all of a sudden it turns around a gives a sell signal without confirming it with another sell signal, we find the stock will resume its uptrend. If the stock continues to give sell signals that suggests that people are willing to sell the stock down farther and farther for whatever reason.
This is why on the first sell signal in an uptrend we don't loose our lunch over the deal (unless it comes under the bearish resistance line). Both DELL and CSCO are above the bullish support line.

I think you are asking if the buy signal on the listing I put together is from the RS. Answer is yes. The RS is on a buy signal and in a column of X's. The trend chart is on a sell signal. Both have a very strong RS.

I saw Preston answered your question on ASND.

I know the market doesn't view them in the same sectors and I think I heard there may be a separation in the sectors on the P&F side.
