No, not really. In an interference free environment, CDMA can actually underperform other, more basic systems. But of course most of the world is pretty noisy. Especially in a cell system where all you neighbors are shouting at the same frequencies.

Why not down wires or fibres?

There is actually a lot to be said for this, since cable tv, for instance, has a lot of interference in some frequency bands, and so they just don't use them. CDMA might allow them to overcome that problem and get more out of their existing cables. However, most of Qualcomm's expertise and IPR is in cell system CDMA, not cable (and the implimentation is likely to be quite different.).
