Just glancing over the ATC profile in Yahoo!, I think ATC is too small to be a safe investment. I am not familiar with Japan telecom. Hong Kong telecom might be somewhat mature, with heavy competition in the internet access area -- although I recent switched service to netvigator (Hong Kong telecom) because my previous ISP was too slow. Regarding China telecom, I think they will have good opportunity to grow over the next five years. In 1997 revenues grew 50%. Here's the profile from Hoovers:
