Qualcomm's intellectual property is designed to allow and optimize direct sequence spread spectrum through a wireless air interface. IS-95 features such as soft handoff have no significance were you to run the signal through a contiguous copper wire (or fiber cable). Within the wireless paradigm, QC's patents extend all the way to the waveform--so the IPR really quite broad. Fortunately, the wireless to wireline issue is something of an apples to gardenias comparison.

By the way, Lockheed's Sanders did work closely with QC back in conjunction with the Sprint trials. Sanders product, if memory serves, was something called a RAD-RASP and it was important to the deployment of CDMA over a cable infrastructure.
