I don't know about specific costs for Toodoggone Gabe, but perhaps a little info concerning Kemess may be helpful given that Toodoggone is only 40 miles (64 kilometers) north west away. Keep in mind that Royal Oak has done a lot of work to improve access, power availability, etc. to the region, and I suspect that could be tremendously beneficial to ANZ should a mine be established.
