That's silly, the mall owners trying to scam.

First of all, the deal is fresh less than a month, If it was some sort of a scam, debentures would certainly not be what they would be after, since tilton could just walk away. and the 20% owners would lose all.

Insurance is just as available in China, and russia, as it is in the rest of the world.
