" How can MU selling its shares make the price go up?" If this ever happens then the shares will be bought at a fixed price by either an investor banker (a fair market value would be I guess around $24) or through a private placement. No company is that stupid to dump so much shares in the market. Anyway since MUEI now ranks 5th ahead of HWP and IBM expect the share price to reach $20 very soon.
