Captain James T.: Are the producers getting their ducks in a row?

You've been following this sector, shall we say, closely. A short while back, when OPEC announced some token cutbacks there was concern expressed among the members, and stated in the press, that producers who were external to OPEC could easily negate their efforts. The result would simply be loss of market share. They expected non-OPEC producers to fill the production void.

Venezuala and Mexico were two primary concerns. Now, within the past few days, Saudi Arabia secretly meets with and negotiates cutbacks involving both.

I'm thinking in terms of a series of events pointing to a common theme. Could Saudi Arabia now facilitate OPEC members re-visiting their commitments to cutbacks, in light of Mexico's and Venezuala's demonstration of support towards reducing global output. Could last week's agreement set the stage for a "ratchet down" of member production....... especially by those who were resistant before?
