70% electronic is attainable when the bank is limiting the number of merchants they'll pay. For instance, I know one bank that claims +70% electronic but when you look at their merchant list it is a infintisimal percentage of CheckFree's.

Great boasting but a lot of hot air. Even though a bank claims they'll pay anyone, they have such an inactive user base that hardly ever grows that no new merchants are introduced into the system or they make adding a new merchant so difficult that they effectively block new payees.

BTW, Intuit was less than 2% electronic when CheckFree took over.
