Thanks a lot for the question. . . I'm sure there are a ton of people who have similar questions. Basically, bulletin board stocks are traded through market makers. . . they will buy at the bid and sell at the ask. However, it is possible for them to sell shares THAT THEY DON"T HAVE. Its like owning NEGATIVE shares. The problem with this is, they have to buy the shares back eventually. (Think of it this way. . . you and I normally buy a stock and then sell it. . . shorting is the reverse, you sell a stock and then buy it later. . . hoping it goes down in the interim).
Currently, the Market makers and other shorters are fearful that ARXA will be going up very soon. Therefore, they want to cover their short position. This will be done by purchases on the open market. They hoped to buy shares at discounted prices from the company, but ARXA said no.
