I am not so sure about that, it has happened to me at least twice, maybe a thrid time on AVFI (hard to say if it was a realtime problem on bid/ask)

I have been told and have read elsewhere that the MM's can simply put an order aside if there is any kind of restriction on it, but they are obligated to fill market orders.

Then again the MM's world of voodoo and witchcraft is not always clear.
