70 million seats refers to the total number of nodes that connect to NetWare servers. This number is more accurately reflective of the pervasiveness of the NOS. Since it is known that a NetWare to NT server ratio is between 3:1 to 5:1, NetWare server marketshare in the industry would be penalized because it is more effective at supporting a larger number of nodes.

PS: I believe that a node is a user or other logged in device (ie. a network servicing printer).
