So many things here. Strict controls will be necessary to put the brakes on population growth worldwide. it could be argued that we're already breeding less in the West. Why is that? My guess is perceived expense of having children (perceived by regular middle-class responsible folk). We carry our kids through college - out to an age of twenty-two or so. That's a pretty big drain on the family coffers. The other factor may be the cost of childrearing labor. In an agrarian society, both parents worked at home. Child care was a minimal incremental expense, and by the time the kid was six or so, it began pulling its own weight around the farm. Nowadays, if you can't afford a live-in nanny, the marginal expense of losing Mama's income is pretty stiff. And I'll argue that the intangible cost for a child whose mama works but who doesn't have another steady adult around is high. Psychologically. I wonder if day care is gonna come back and bite us, the way Dr. Spock is now.

Where was I? Oh. Strict controls. Who administers them, and how? It may be argued that the ability to have kids is the strongest long-term drive a human can have, right up there with the desire for peace. (Not to get killed by an army passing through, and not to get detained/killed by the local government without trial.)
Whom will we trust with the oversight of this most valued capacity?
