Why do you say they are not operational? They have assets.

In-ground assets are only worth money if 1) they are sold, or 2) they are mined. Left where they are, they don't produce revenues, and to say that something is a "half-billion dollar company" implies, as I see it, that the company in question has revenues in excess of half a million dollars.
