The tobacco bill is all about money. From a liberal democratic viewpoint, it's a tremendous source of revenue to spend foolishly on social programs. From a conservative viewpoint, it provides revenue to reform the tax code ( marriage penalty ), initiate tax cuts, and provide private school vouchers for those who qualify. The two viewpoints are fundamentally irreconcilable.
The majority of Americans do not vote in National elections. Those who do vote, basically vote in accordance with what is best for them financially. If they are not affected, then they vote their conscience.In short: there are very few votes to gain or lose here if no bill is passed. On the other hand, some votes will be lost if the McCain bill is passed.
I don't see a compromise between these two very different viewpoints being resolved any time soon.
