The facts are that an OTC market operates
differently than a central market system.
They have no central market to suspend.
All they can do is stop quotation. A further
step is to admonish members to stop trading.
This is a serious step. Stopping of quotation
is all that is necessary to effectively stop
most trading.

Even under cease trade orders on regulated markets
there still can exist a grey market.

The company may have been less than honest when IT
said that trading can be done through market makers
of which it quoted 3. (There can only be one on the
CDN OTC.) Those "market makers" may be reluctant to
trade where they cannot get a quote or a bid.

They will not BUY the stock that is for certain.
