Would it also be possible to accomplish the same thing through a stock split (3:2 or whatever)? At that point, I believe all outstanding certificates would have to be exchanged for new certificates. It might also be possible to uncover an undeclared short position by declaring a minimal dividend. These are just possibilities, but I think the point everyone agrees on is that RMIL has to do two things (1) start trading, and (2) start thinking creatively about how it can help its shareholders uncover the short position (if any) so that trading reflects market value.
