Mountaineer Gas said it needs the increase to cover the cost of gas. The proposed increase also includes a small surcharge to replace lines. "Negotiations did not go well and, quite honestly, the price of gas went up," said Karen Macon, senior vice president of marketing and regulatory affairs for Mountaineer. "Prices did not cooperate and we were unable to put together a deal that was satisfactory to all parties." Gas costs make up about 75 percent of a customer bill.
