extend a current three-year moratorium that freezes prices until Oct. 31, 1998. Mountaineer Gas said it needs the increase to

"Negotiations did not go well and, quite honestly, the price of gas went up," said Karen Macon, senior vice president of
marketing and regulatory affairs for Mountaineer. "Prices did not cooperate and we were unable to put together a deal that was
satisfactory to all parties." Gas costs make up about 75 percent of a customer bill. At about $5 per thousand cubic feet,
Mountaineer's gas rates are among the lowest in the state.>>
