First, any regulation of that sort would be a form of eugenics program. That said, here is what I would do:

1. Make it illegal for any couple on earth to conceive naturally. They may conceive if they obtain and use valid exit visas for emmigration to the Lunar, Mars or newly terraformed and seeded Venus colonies.

2. All new children on earth are grown in factories (much like Aldus Huxley's "Brave New World") with specific traits genetically engineered into them. By age 3 they should have direct cyber implants allowing them total access to all the world's data instantaneously.

3. The ultimate goal should be a linking of minds through cybertunnels and the boosting of psi power to just short of infinite.

4. Then, similar to the "Forbidden Planet's" Krell, a civilization without instrumentalities should be created.

5. Amongst the initial tasks to be accomplished will be the telekinetic construction of a Dyson's Sphere around the sun. The energy contained will then be funnelled to ignite Jupiter into a small proto-star which can be gravitomically linked to the earth.

6. The earth can then use the former Jupiter as a fusion propulsor and accelerate up to 3/4 light speed, thus enabling the teeming cyber denizens to explore the cosmos up close from the comfort of their EZ chairs.
