Just a guess, it may be poor results in the Pacific Rim or the following (extracted from 10k): ITEM 3. LEGAL PROCEEDINGS On March 2, 1998 the Company received a letter from the Office of the United States Attorney for the Eastern District of Virginia stating that it was considering the commencement of a civil action concerning seven research initiatives undertaken by the Company in the period from 1990 to the present. The letter alleged that, in certain instances, the Company had failed to inform the government of pending or previously submitted proposals for work the government alleges was related to proposals which were funded. The Company is in the process of reviewing the allegations, and gathering the information necessary to respond. The Company is unable to determine at this time what effect, if any, this matter will have on the Company's financial condition or results of operations.
