From my conversation with Jack and confirmed yesterday by RocketMan, MTEI has applied for a new cusip number. Also, Jack told me that they were awaiting the arrival of their certificates via Fed Ex. This was two weeks ago.

Is it true that the shorts have to cover when the ticker changes?

Depends, on what you mean by a "ticker change". If the name changes, but the CUSIP number doesn't, then no, they wouldn't have to cover. If the CUSIP number is changed (for whatever reason- name change, ticker symbol change etc.,) then yes, it would force a cover as ALL shares have to be reissued by the TA.
