I think the 144 rules just require

that the filing occur in advance of the disposal of shares. But as to the eventual placement of shares, it is likely that this has already been completed by prior arrangement rather than an open market offer. It could be that they were taken into inventory by a dealer.

The price and volume for CYI is acting very well despite the recent runup. Maybe there is a little anxiety out there right now because some who are long the stock are having a hard time believing their good fortune and are wondering what might go wrong at this point. Once Cycomm gets past this threshold that demonstrates stability and the potential for rising revenues, it's only a matter of time for a major new (up)trend to occur. I think the shift has been made already, but maybe time will prove me wrong. Meanwhile, the market might need some time to believe in it.
